Education and Experience Requirements:

  • Minimum 15 years working experience in a high-hazard industry (e.g., Construction, Oil & Gas, onshore plant, etc.), including at least 5 years in a HSE Supervisory role.
  • Professional HSE qualification at Diploma/Degree level minimum (e.g., MSc Occupational Health and Safety or NEBOSH Diploma/Certificate).
  • Understanding of development and construction activities.
  • Good understanding of HSE policies and strategies, HSE Management Systems, Risks, and the Middle East country Legal Framework.
  • Membership of an appropriate professional body.
  • Experience in incident investigation.

Knowledge and Skills:

  • Familiarity with safety and environmental legislation.
  • Knowledge of Total group standards and/or previous experience with other major IOCs in large oil and gas construction projects.
  • Good presentation skills.
  • Experience in the implementation of behavioral safety systems and analyzing the data produced.
  • Understanding of oil and gas production equipment, processes, and utility systems.
  • Experience reviewing and commenting on Contractor construction phase HSE plans and related documents.
  • Good knowledge of qualitative and quantitative risk assessment techniques.
  • Good knowledge of HSE legislation and international standards (e.g., IOGP standards, onshore plant standards, ISO, and Company referential framework such as Rules, Specifications, Guides).
  • Ability to proactively drive positive change.
  • Be a role model to establish effective teamwork.
  • Autonomy with previous experience in working transversally.
  • Fluency in English; knowledge of Arabic is an advantage.

JD:
The HSE Superintendent oversees implementing the HSE Management System for the overall Package and monitors that HSE values are understood, and requirements fulfilled. With the support of the Package HSE Lead, the HSE Superintendent will advise the Construction Site Manager, including the Package team, on HSE matters.


Main Activities

Leadership:

  • Promotes Project HSE policies and plans (including the Safety Culture program) at the Package level and on the worksites through:
    • Frequent talks and presentations.
    • Deployment of HSE tools on Company assets (e.g., Program “0 Fatality”—Safety Green Light, Life Saving Checks, Joint Safety Tour, Stop Card, Safety and Sustainability Moments, World Day for Safety commemoration, etc.).
    • Similar programs and tools to be deployed by the Contractors on their own worksites.
  • Liaise with contractors' HSE counterpart and Project team.
  • Provide leadership, supervision, guidance, and mentoring to personnel with a focus on National development.
  • Use a coaching approach with Contractors in case of discrepancies.

Compliance:

  • Implements the Project HSE Management System on-site and ensures bridging documents are applied.
  • Ensures all Package Contractors and their Subcontractors implement their own HSE Management System in line with Company requirements.
  • Review and comment on Contractors' method statements, risk assessments, lifting plans, etc., with the Site Company team.

Risk Management:

  • Reviews related risk assessments issued by the different Contractors.
  • Assists the HSE Superintendents/officers and Company Site Representatives in implementing risk (including environmental) assessment methodologies (e.g., JRA, HIRA, etc.).
  • Ensures Contractor HSE risk management is effective before and during the performance of work.
  • Ensures mitigation measures/outcomes from Contractor risk assessments are effectively understood and implemented.
  • Develops a culture of safety risk management during construction activities.

Health and Environment:

  • Ensures occupational health hazards are identified.
  • Assesses adequate medical services are defined and implemented, including MEDEVAC and repatriation of personnel.
  • Ensures proper PPE Management and Project driving policy are implemented by Company and Contractors.
  • Implements Company plans and procedures for environmental, waste, and hazardous substances management. Ensures a similar process is implemented by Contractors and Subcontractors.
  • Applies recommendations from the Project Environmental Engineer.
  • Ensures Company and Contractor teams adhere to the TEPRH code of conduct.

Contractor and Suppliers:

  • Ensures Contractors effectively cascade contractual requirements to critical suppliers.
  • Organizes action tracking meetings on a regular basis with Site Contractor management to review critical outstanding points impacting HSE performance and push for closeout.
  • Creates partnerships with Contractors and critical suppliers to facilitate Safety performance.
  • Ensures the Permit to Work system implemented by the Contractor is effective and aligns with Company requirements.

Competency and Training:

  • Issues and performs HSE Project Site Orientation for the Company team.
  • Implements the Project HSE training plan for the Site Company team.
  • Ensures adequate training plans are implemented by Contractors in line with Company HSE training requirements as defined in bridging documents.
  • Ensures personnel meet individual and collective HSE Training and competence requirements per the Project Training Matrix.

Emergency Preparedness:

  • Tests and continually updates the Package Emergency Response Plan.
  • Liaises with the Affiliate Emergency Response team and attends meetings relating to such subjects.
  • Ensures Contractors' Emergency Response, Crisis Management, and Contingency Plans are developed, implemented, up-to-date, and regularly tested.

Incident Analysis:

  • Ensures reporting and analysis of incidents are performed as required.
  • Ensures all Incidents are reported, and those with high severity are investigated by Contractors and their critical suppliers.
  • Ensures reporting of anomalies.
  • Ensures that Company and Contractor teams comply with objectives assigned in terms of reporting anomalies/unsafe situations.
  • Facilitates Root Cause Analysis when a Company team member is injured.

Audits and Inspections:

  • Sets up a site program of audits and inspections for construction activities and associated facilities.
  • Monitors the effectiveness of Audit and Inspection program outcomes issued by the Contractor.
  • Ensures auditing/inspection reports and the implementation of required corrective actions.

Performance Improvement:

  • Organizes Site HSE Committee and participates in Project HSE Committee activities.
  • Provides HSE KPI, action follow-ups, and performance reports.
  • Compiles reports (daily/weekly/monthly), including all Contractors under its responsibility.
  • Issues a closeout report at the latest one month after RFSU.
  • Tracks performance indicators.
  • Ensures coordination, reporting, and transmission of feedback to Construction and Project Management Teams.
